Abstract
Comparatively large and complex, costing 7% of GDP and 12% of the Government's total expenditure in 1980/81, Egypt's subsidy system illustrates both the distributive pressures relieved by and the economic pressures created by extensive market interventions. This study, the first in a series which aims to ascertain the extent of the benefits and the economic costs of such a system, describes how the system now operates and how it evolved during the 1960s and 1970s. It also pinpoints its distributional and nutritional implications and focuses on the actual regional planning of the food system and its policy problems. The report provides an understanding of the goals of the subsidy scheme and their origins in the political and economic system and of the administrative organization and regulatory environment under which the system operates
