Abstract

A new rice production strategy designated as the "Whole Township Rice Production Program" was introduced in Burma, 1977-78. The strategy consisted of five components: a proven new technology, governmental support and leadership, selectivity and concentration, community organization, and demonstration and competition. Rice yield in the 23 project townships increased from 2.1 t/ha in 1977-78 to 2.8 t/ha in 1978-79, a 33% increase. In 1979-80, when 23 townships, or 22% of the rice growing area, were included in the programme, yields increased from 2.6 to 3.1 t/ha; in 1980-81 over a yet wider project area yields increased from 2.8 to 3.4 t/ha. A production function was estimated by multiple regression to account for the sources of yield increase. About 97% of the yield change could be explained by the regression analysis. The percentages of contribution to the yield increase of various factors were: urea fertilizer application 40%, recommended seedling age for transplanting 18%, row transplanting 24%, potash fertilizer application 14%, and insect control 1%. The programme raised the standard of living of both farmers and nonfarmers and the country as a whole
