Abstract

This paper covers some of the factors limiting an increase in rice production in eastern India, an area where the new rice technology has not been widely adopted. Physical environment, lack of suitable technology, and socioeconomic constraints all appear as important factors explaining the persistent low yieids. Yields can be raised by either improving water control or by developing varieties of rice tolerant of the prevailing floods and droughts. Neither strategy offers a quick solution, but both should be pursued vigorously, which will require the collaboration of biological and social scientists
