Abstract

National governments are confronted with the problem of maintaining adequate supplies of food to meet domestic demand. The problem has two elements: (1) maintaining an upward trend in food production that will allow per capita levels of food consumption to be maintained or preferably increased, and (ii) maintaining adequate year-to-year supplies of food to meet domestic requirements given the high degree of variation around the trend in domestic production due to weather, pest damage, and other factors
