Developed-country agricultural policies and developing-country supplies: the case of wheat.

Abstract
Data on production, consumption, stocks and prices of wheat are examined, and the extent to which wheat availability in developing countries is destabilized by the developed country policies is determined. Two aspects of policy are considered: the impact of support prices on production and consumption, and the changes in stocks, whether private or government held. The data suggest that these destabilizing forces are substantial and underscore the need for countervailing policies at the national and international levels. The report discusses possible future changes in the policies of Australia, Canada, EC, Japan, UK, USA and USSR, and recent international initiatives aimed at improving the performance of the world wheat market
