Abstract
This paper examines briefly the agricultural and general economic scene in India. From this the objectives of government policies, their relative importance, and the instruments of policy, can be identified. The broad framework of a model is then worked out an described. The model built is a descriptive, computable model in which the consequences of various government policies can be evaluated. These policies are examined in the context of the open economy of India which is open to international cooperation, aid, and trade. The model is structured to reflect both the agricultural scene in India and to be computable within the availability of empirical information
