Abstract
The message of this booklet is to convince agricultural authorities in developing countries that there is a set of 3 complementary activities that if undertaken simultaneously, could both maximize agricultural growth in the short run and increase agricultural resources for the future. These activities are: (1) implementation of commodity production programmes in areas having immediate potential; (2) starting a few farming district projects which seek to make the most of the resources of selected geographic areas; and (3) modernizing the organization and the operating procedures of the Ministry of Agriculture itself and of each of the agencies within it
