Despite vast new technology, the severe drought of 1977 in the Western United States was a rude reminder that people do not yet control the whims of nature. Record low snowfall in the winter of 1976-77 was received in all major western mountain watersheds, including the Cascades of the Pacific Northwest, the High Sierras in California, the Basin Ranges, and the entire Rocky Mountain system from northern Montana to New Mexico...
