Abstract

The National Grains Authority was the first government agency created by virtue of Presidential Decree No. 4 pursuant to Proclamation No. 1081 on September 26,1972. The new agency has taken the great task from the defunct Rice and Corn Administration (RCA) in providing food to its rapidly growing population which is one of the major concerns of the government
