Abstract
In agricultural development it is often difficult to identify the relevant production influences, let alone to quantify their influences sufficiently to allow precise estimation of future changes in production or future input needs Under such circumstances, a clear understanding of past changes assumes added significance Estimates of the rate of change in foodgrains production in India from 1951 to 1961 provide a useful aid to estimation of future production increases They also facilitate estimation of the effects of past programs for encouraging increased production, and provide guidelines to future development policy The 1951 to 1961 period is of special importance because it is the period of India's first two Five Year Plans Foodgrains account for roughly three quarters of the gross area harvested in India and for tuo-thirds of the value of all agricultural production
