Abstract
National goals underlying the economic and agricultural development of India since 1951, the year when the First Five Year Plan was inaugurated, could be classified in to two broad categories. First, the aggregate income, output and employment objectives include plans for certain rates of growth of the macro development indicators such as gross national product (GNP), per capita income and employment. Second, an equitable distribution of development gains is a value premise intended to guide the formulation and implementation of development plans.
